Combine flour, salt and pepper, and breadcrumbs in shallow dish. In a second dish combine beaten egg and 1 tbsp of milk. Season meat lightly with salt and pepper. Dip each steak into flour mixture, then egg wash, then back into flour mixture.
In a very large skillet, heat oil over medium-high heat. Cook meat, two steaks at a time to not crowd pan, in hot oil for 8 minutes or until browned, turning halfway through.
Return all meat to skillet, add water, and reduce heat to medium-low. Cook, covered, for 40 minutes until meat is tender, carefully turning halfway through. Transfer to a plate or baking sheet and keep warm in low oven (200F).
